Average KM per runner for a country is calculated based on an algorithm of total KM run in that country for the week, runners signed up on day 1, new runners joining during the RWC and no of runners actively running. If you want your country to rise get more people to join in and run AND do more kilometres. A country must have at least 10 active runners to make the leaderboard.
